2. Central Motor Vehicles Rules (CMVR) Rule 139

Under the amendment to Rule 139 of the CMVR, citizens are permitted to produce vehicular documents (RC, Driving Licence, Fitness Certificate, Permit, Insurance) in physical form or in electronic form through the DigiLocker or mParivahan platforms.

When presented through these platforms, the enforcement officer must not demand the physical paper or card under any circumstances.

3. What to Do If Traffic Police Refuse Digital RC

If an enforcement official threatens to issue a challan for failure to carry physical documents:

1. Politely inform the officer that the document is being shown through the official MoRTH mParivahan/DigiLocker app.

2. Cite MoRTH Circular No. RT-11036/64/2017-MVL dated 17th December 2018.

3. Request the officer to scan the dynamic QR code on your screen using their e-Challan terminal.

4. If they still unlawfully insist on a fine, note down their badge number, name, and junction location, and register an official complaint on the state transport vigilance portal.
