Lost your vehicle registration certificate? Learn how to file an online police complaint, apply for Form 26 on Parivahan Sewa, pay smart card fees, and receive a replacement RC.
Under Rule 53 of the Central Motor Vehicles Rules (CMVR) 1989, a duplicate vehicle registration certificate must be applied for whenever the original document is:
1. Lost or stolen during transit or theft.
2. Torn, mutilated, or illegible due to water, heat, or wear and tear.
3. Destroyed in an accident or natural disaster.
If your RC was lost or stolen, you must file a Non-Cognizable Report (NCR) or Lost Document Report (LDR) on your state police web portal or citizen app.
The police acknowledgment document contains a unique NCR/LDR number, date of loss, and vehicle registration mark. This report is legally required before the RTO will issue a duplicate RC.
1. Visit parivahan.gov.in > Online Services > Vehicle Related Services.
2. Enter vehicle registration number and last 5 digits of chassis number.
3. Under citizen services, select "Apply for Duplicate RC".
4. Select the reason for application ("LOST", "THEFT", "TORN", or "MUTILATED").
5. Enter police report details (LDR Number, Police Station Name, and Date of Complaint).
6. Pay the prescribed smart card fees online and generate statutory Form 26.
7. Upload the scanned police report, active insurance, and valid PUCC.
If the vehicle was purchased via an auto loan that is currently active, Section 53 of CMVR mandates that the financier must be intimated. You must obtain an official No Objection Certificate (NOC) on bank letterhead addressed to the Registering Authority and upload it during the application.
The statutory fee for duplicate RC under Rule 81 is 50% of the normal registration fee plus the smart card production fee (typically ₹300 for two-wheelers, ₹500 for four-wheelers, plus ₹200 card fee).
Once approved on Vahan 4.0, the new smart card is embossed and delivered via Speed Post within 10 to 20 working days.
